A old style blank is a chunck of plywood 3/4 inch thick cut to the outline of the rudder. You would take that and grind/sand then paint to have a useable rudder. ( not fast but works)

I also have other used old style rudders that can be purcahsed if you want that are made of glass

what are you looking for?

the blanks just get you going. are you in the northeast
